Repair of tank at Q Block

First of all I would like to request readers to take a good look at the attached quotation. This quotation was put up in the notice board, but after some queries from the residents/owners it was quickly taken down. I said quickly because it was within a matter of 3-4 days. What is the catch there? Let us go item-by-item.

A.) To supply labour of repair existing HDGP steel tank costs RM3820.00
Comment: Fair enough to any layperson

B.) To supply material of HDPE costs RM3680.00
Comment: sounds OK to any layperson

C.) To supply labour & material of installation works costs RM2800.00
Comment: funny enough. This time labour and material for what then?

D.) To supply labour and material of connect on piping works costs RM7200.00.
Comment: Eh, not again! What type of piping cost so much?

After reading this quotation, I was left in a state of confusion. A number of questions keep circling above my head,"betul-betul pening kepala lo!"
  1. Why were labour cost quoted over and over, have we (PDPI) being short-changed?
  2. If so, by whom? The contractor, the Professional management body or our own honourable members?
  3. Should we report to ACA then?

Sources quoted that this work was carried out under the supervision of our honourable, learned committee member Mr. Chua, who is also a contractor himself. Yes,he may be able to give us a satisfactory explaination.

On the other hand, I am rather uncomfortable with this thought. Morally, this appear to me, a very clear example of conflict of interest. May be the MC members care to explain.

首先我希望读者们能够仔细的审阅这个报价单.这报价单钉在布告栏,有居民/业主向有关方面询问,这个报价单很快的就被下画了.前后只有3-4天吧!奇怪,到底有甚麽蹊跷呢?好吧,让我们逐样逐样的来研究.

A.) 供应劳工于修复现存的HDGP钢大水槽 -- RM3820.00
评论: 对于普通人还蛮公道吧

B.) 供应材料于HDPE -- RM3680.00
评论: 对于普通人还可以接受吧

C.) 供应劳工及材料于安装工程 -- RM2800.00
评论: 奇怪,这次又是甚麽劳工及材料呢?

D.) 供应劳工及材料于衔接配管 --RM7200.00.
评论: 矣,又来一回!甚麽配管这样昂贵的呢?

读后,我也被搞得糊涂啦.满脑的问题.哎!

  1. 为什么劳工费用一直在重复的.我们(PDPI)是否被蒙了?
  2. 如是,那又会是给谁蒙了呢?承包商,或是我们专业的管理人或是我们尊敬的管理层委员?
  3. 是否要呈报贪污局呢?

根据消息,这份工程是由我们尊敬的管理层委员监督的,可能他能够给我们一个很满意的解析.因为他本身也是个承包商.

不过,事情又不对啊.这事不好办啊,会出现利益上的冲突啊!希望管理层委员能够把事情交待清楚.

泊车位的问题

日期:2008年11月21日




今天早晨,有三辆停泊在L座前的汽车被人恶意的涂上了青色的漆油.看来泊车的问题已经开始升级啦!

在这问题上,到底错在谁呢?现在我相信大家都会推卸责任.

首先,让我们来说是车主自己的错误吧.他们不该把车子停在不属于他们的地方.全体的单位都有各自的停车位.每个单位至少拥有一个停车位.当然有些单位还购买了多余的停车位.然而,保安人员又如何能够放行让多余的车子驾驶进来呢!

好了,这么一来,该是保安人员的错啦!可是,保安人员说"如果我不让他们进来,他们会打我们的"如此说来,错就转回来到我们居民的身上来啦.

最后,手指又转回来指向我们居民本身.我还能清清楚楚记得在这十多年来,大多数居民一向都很有公德心,很奉公守法的.多数居民都很遵守居民规则.没有标签或Touch-n-Go的车辆一律都不能驾驶进来.问题就是在近来的两、三年内搬来了少数的居民,把整个花园的气氛都搞的污烟彰气的.

在紧急会议过后,车辆都能随意进出,随意停泊.理由是:不够停车位,居民抗议等等.这理由太牵强了吧!在槟城,甚至世界各大城市都会出现泊车位的短缺.

当你购买这里的单位时,你早己清楚你将会拥有多少个泊车位.如果各位真得拥有一系列的汽车,而又没有足够的泊车位,那请你行个善心,请你另外去物色一间屋子包括一个大大的空地.槟城已经是土地缺少,人类也被逼要往上发展,住高楼,何况汽车这些多余的包袱呢!

This morning 3 cars parked near Block L were found to be sprayed with green paint by God-Knows-Who. Look like the parking problem has escalated to a new height.

Who's fault is this? How interesting! Now we go on a finger pointing session.

First, we said the car owner's fault. Who ask you to park at the wrong place. All unit-owners has own at least ONE car park, of course, some may have purchased more than one. Then, they said, the security gaurd let them come into the compound.

Ha,then is the security's fault to let them come in. The security said, "we have tolet them come because the people will beat us." Oh, then it is the residents/people's fault.

Last, it come back to the residents ourselves. For the past 10 years, the residents staying here are a civilised and disciplined lots. We respect the House Rules. Vehicle without stickers or Touch-n-Go card CANNOT come into the compound. Only within these 2, 3 years, news people moved into PDPI, the problems came.

After the EGM, car were conveniently let inside and park at the compound. Reason given is there is not enough car parks. This is non-sense. The problem of shortage of car-parks happen every where in Penang, as well as some big cities worldwide.

When you purchase the property here you know very clearly how many cars you are entitle to bring inside the compound. If someone is so... very rich to own fleets of car, I strongly advise this person to be kind enough to do us poor souls a favour. PLEASE, go and buy a property with enormous compound to park your precious cars. Penang Island is so small that human being have to made do with highrise then cars are just extra luggage!

若要人不知,除非己莫为.

2008年10月13日晚上,管理层委员开会后.有人从中煽动说要把RA的布告栏撤下.当时在场的委员投票赞同此做法.

于是乎,这班人就在当天晚上,半夜三更,偷偷摸摸的就把布告栏撤下.我们的委员们竟然能够作出这种下三流的事情来.就算MC有权,也应该在合法合理的管道下,至少通知RA一声.难道是有人感到心虚,或者是有不可告人的秘密.也只有野蛮不讲理的流氓才能作出来的勾当.

当初,锁匙是RB亲手交过RA的.也就是说,布告栏是RA的责任.居民也都感到很愤怒,所以RA立刻去警察局报案.

后来才知道谁是背后的黑手.期间也有很多误会.RA决定在17日晚上召开一个MC/RA以及居民的交谈会议.不幸的是MC方面拒绝出席.还有人向警察局投报说当晚会有非法集会.

在j警察的周旋下10月23日晚上,终于安排了一个会议.当晚在场的有警察,MC代表以及RA代表.会议上MC代表同意把布告栏重新安装,而RA也答应只参与余兴节目不插手管理层事务.

今天是11月14日,MC还没有把布告栏安装回去.居民都在纷纷议论,MC委员出而反而!

I know what you did .....

On 13th October 2008, the MC members held a meeting. At the end of the meeting, someone instigated the group to take action against the RA. So those present voted and decided that the notice board should be taken down.



This group of people who preferred to do things in the dark. They removed the notice board at mid night. Mind you! Hiding behind the darkness of the cold night, how can our MC committee resorted to this type of high-handed behaviour? Without informing the RA through the proper channel (RB). They took down the notice board in such a rush. Why? What is the reason for them to act in this manner? Is there anything to hide? I wonder!



These notice board were placed in the charge of the RA, therefore it became the responsibility of RA. So a police report was lodged, residents were furious and they demanded that the notice board be re-installed.



To settle any misunderstanding, the RA tried to called for a dialogue session with the MC on Friday 17th October 2008. Unfortunately, the MC members rejected the meeitng and someone inform the police that there would be an illegal gathering. At the end, the meeting was cancelled.



On 23rd October 2008, a dialogue session was conducted in the presence of a police sergeant, 4 reresentatives from MC and 3 representative from RA. Several matters were discussed and the MC agreed to re-installed back the notice board. RA will remain as a "social club"



Today 14th November 2008, the MC still have not installed back the notice board. The MC members do not honour their promise!

迟来的辞职信

我实在不明白MC为何一直针对RA.我们花园管理层的问题一萝萝,你们没有好好的执行,只是把时间浪费在想尽办法如何来对付RA.



首先,布告栏上那些关于停车场以及CCTV的布告,已经是过去的历史啦。拜托,是时候该下画了。或许还有些不服输的人,还想再从中搞鬼。



委员中曾经有人大言不愧的说,假如群众不接受你们所提呈的计划,将会有人辞职不干。怎麽啦?现在已经是11月了.3个月多啦,怎麽还不见辞职信。如有原则的,辞职吧。以前,你们常常讥笑上一届的委员只会说不会作。现在看来也不过如此;五十步笑一百步。


现在泊车问题越来越糟糕.保安人员根本没有执行他们的任务.谁的车子都可进来.尤其是那些霸道的委员以及他们幕僚们.

Where is the resignation letter?

Since the committee members of the MC were so scare that they removed the RA notice board in the middle of the night, I have no choice but to put this posting over the internet.

Instead of going into witch-hunt and blamed the RA, MC members should move on and do some thing more meaningful.

First, the notices about the proposed car-park and CCTV project were history, for heaven sake, they are already out-dated. Please remove them! May be some of you still harbour hidden agenda and want to revive these projects?

Before the EGM, there were some committee members who had so arrogantly said that they will step down if the proposals were not accepted by the community. Correct me if I am wrong:-

……..….we work free of charge, not a single cent! ……............ This, you don’t want; that, you don’t want. Then we might as well step down…..”

Now is the month of November. 3 months already passed, where is the resignation letter? My advice to you is:Have some principle and practice what you preach! The present MC committee also nicknamed the former MC committee as - NATO (No Action Talk Only). What happen now? It is just like a pot calling a kettle black. Ha! Ha!

The parking condition is getting from bad to worse. Lately, the traffic in PDPI has become so disorderly; there are many cars parked along the drain fronting the garden. Security Guards just simply allow anybody to come in and park randomly as they like. It started with the MC members and their cronies setting a very bad example.





紧急会议

2008 新一届的管理层委员一意孤行的要执行以下的工程:-

  1. 把现有的花园转变成停车场
  2. 把现有的单层俱乐部改为双层
  3. 安装闭路电视
  4. 维修现有的沟渠及排水

2008年8月2日,召开紧急会议,举行会员选票.结果是如下:

  1. 停车场事项 -- 被否决 (赞成:30 否决:135)
  2. 俱乐部事项 -- 被延期
  3. 闭路电视事项 -- 被否决 (赞成:31 否决:134)
  4. 沟渠及排水事项 -- 暂被搁执.成立一个小组以研讨更详细的细节.


会员们已经作出决定,他们否决了2008管理层委员们所提呈的大工程.

EGM

The new 2008 committee members of the MC were so adamant to go ahead with the following projects:-


  1. conversion of the garden into a car park.

  2. conversion of the present single storey club house into a double storey club house

  3. installation of CCTV within the compound of the PDPI.

  4. Repair of the existing drainage problem.

So an EGM was called on 2nd August 2008. the abovementioned resolution were put to a vote by the members present. The result was as follows:



  1. Car park issue - rejected (For:30 Against:135)

  2. Club house issue - Deferred.

  3. CCTV - rejected (For:31 Against:134)
  4. Repair of drain - Called for the formation of a sub-committee to look into the more detailed aspects and re-tender.

The members of the PDPI community has spoken. They have rejected those MEGA project put forward by the 2008 committeemembers of the MC.

2008之前的PDPI

首先让我来告诉大家PDPI代表“优迪花园”。我没有垮大,这是事实。我们这个花园共有528家单位。从1996年开始,PDPI从一片荒凉的花园慢慢的变成一个拥有青青的草场和美丽的花园,还有安宁的环境。每逢朋友来访时,往往都会对我们美丽的花园赞不绝口。

大家和蔼相处,见面时总不忘互相问好。我们还成立了居民协会,通常我们简称RA。在这之前,RA负责有关管理层的事务。经过整整的10个年头,RA辛辛苦苦的存下一笔可观的管理费,整整有RM50万呢!当我们申请到了分层屋契后,单位物主有权成立一个管理团〔简称为MC〕。从此之后,MC就负责PDPI的管理及维修事务。RA也就理所当然的成为一个娱乐性的俱乐部;筹办一些余兴节目如聚餐会,新春联欢会等等。

2007年,我们选出了第一届的14名管理委员。MC也承续了RM50万的管理费。不过,这一届的委员小心谨慎的励行责任,不会随便的乱花钱,因为这笔钱是辛辛苦苦存下来的,而且也是大众的钱。

话说回来,2007年间,搬来了许多新业主。无形中PDPI的环境气氛也起了很大的改变。从此之后,这个优迪花园的安宁和谐气氛再也不复以前了。

PDPI before 2008


First of all, I would like to explain what the initial "PDPI" stands for.It stands for Pangsapuri Desa Permai Indah, which can be translated as "The gorgeous, beautiful apartment". Well, it may be very true. Our beautiful and gorgeous garden comprises of 528 units.


Since the year 1996, I have witnessed the gradual development of our garden from a hostile and barren environment turned into a peaceful and cosy living environment. The most precious pride of our community is the beautiful and well maintained garden which stands out as the main attraction as soon as any visitor steps inside our compound.

The people are friendly, we exchange greetings and well wishes. We have a very well established organisation which we generally refer to as the RA (Residents' Association). The RA took over the task of managing and maintenance of the PDPI. After 10 years, we managed to saved up about RM500K. When the unit owners obtained their strata title, they were able to form the MC (Management Corporation) which takes over the managing and maintenance of the PDPI. RA then moved backstage, it has become a "happy club" which acts as organiser of social events like pot-luck, festive celebration and so on.

In 2007, the first batch of 14 council members were elected. This MC inheritted the mangement fund of RM500K. The council members were very cautious and careful about the spending because this is the community money.

By the year 2007, there were new comers who moved into the PDPI. With the influx of this group of new comers, the scenario in PDPI changed drastically. Things were never be the same any more.
